A Procedural Problem?
Chief Executive Tung Chee-hwa was supposed to announce “his” choice for a new secretary yesterday, but he abruptly cancelled the press conference due to “a procedural problem.” The truth is Tung did not have the guts to make the annoucement before receiving a formal approval from Beijing.
What happened to “One Country, Two Systems” when the government has to get approval from Beijing for choosing a local health department official? The Basic Law gives Hong Kong people the rights to administer their own affairs, it is Mr. Tung who gives up our rights and hands it over to Beijing.

Of course it is nice to inform Beijing, but it is not a required part of the procedure.
